ALBANY, NY (SBN) – New York has made major strides in lowering the number of incarcerated youths through implementation of “raise the age” laws, and youth advocates say there’s even more room for progress in reforming the juvenile-justice system. SBN Correspondent Steve Lubetkin has the story.
